Abstract: In recent years, the Changjiang Water Resources Commission (CWRC) has consistently adhered to the principle of prioritizing water conservation, persisted in the key pathway of improving systems and policies for water conservation, advanced the implementation of national water conservation action, promoted continuous improvement in water resources conservation in Yangtze River Basin.Main practices and achievements in implementing the principle of prioritizing water conservation were systematically outlined from aspects such as strengthening the basin-wide water-saving work mechanism, promoting water-saving society development, strengthening water use efficiency management, standardizing the implementation of water-saving supervision and evaluation, and driving innovation in water-saving.It also analyzed the challenges for water-saving in Yangtze River Basin.Furthermore, the strategies to advance high-quality water-saving in the basin were proposed, including strengthening top-level planning for basin-wide water-saving, enhancing the quality of water-saving society development, refining water use efficiency control measures, and promoting water-saving innovation and industry development.
