      Review of international water resources and hydropower engineering survey and design

      • 摘要: 为系统梳理中国企业开展的国际水利水电工程勘察设计的技术进展,总结经验,基于典型案例研究及多维度对比,从地质勘测、设计深度、技术风险、数字化技术应用(BIM、GIS、遥感)以及国际标准融合(FIDIC条款、CE认证)等视角,剖析了勘察设计全流程的关键问题,并结合中国企业“走出去”的项目实践,提炼技术适配性优化与风险管理策略。国际水利水电工程勘察设计需构建“技术自主化-生态友好性-社会包容性”协同框架,推动中国标准国际化认证与跨境工程数据库共享,强化复合型人才培养(技术+国际法+语言)与全周期风险管理,实现从“工程交付”向“标准引领”的战略转型,为全球能源低碳转型贡献系统性解决方案。

         

        Abstract: To systematically review the technological progress of international water resource and hydropower engineering survey and design, as well as summarize the experience, based on typical case studies and multi-dimensional comparisons, this paper analyzed the key issues in the entire survey and design process from the perspectives of geological survey, design depth, technical risks, digital technology applications (BIM, GIS and remote sensing), and international standard integration (FIDIC clauses and CE certification).Combined with the practice of Chinese enterprises' Going Global projects, technical adaptability optimization and risk management strategies were extracted.The survey and design of international water resource and hydropower projects need to establish a collaborative framework of technological autonomy-ecological friendliness-social inclusiveness, promote the international certification of Chinese standards and the sharing of cross-border engineering databases, strengthen the cultivation of composite talents (technology + international law + language) and carry out full cycle risk management, achieve a strategic transformation from 'engineering delivery' to 'standard leadership', and contribute systematic solutions to the global energy low-carbon transformation.
