Abstract:
To enhance the efficiency of regional water resources development and utilization, we explored the implementation of regional water rights trading.By reviewing the total water use control indicators of Yuehu District, Yujiang District and Guixi City, and the overall city under the jurisdiction of Yingtan City in Jiangxi Province, the study analyzed regional water conservation plans and various water use quotas.It further proposes sector-specific planned water demand, tradable water volume, transaction price ranges, and contract duration.The results indicate that the transferred volume of 500 000 m
3 to both Yujiang District and Guixi City accounts for 1.67% of Yingtan City′s total municipal coordinated allocation and 0.05% of the city′s projected total water use in 2030.Upon completion of the transaction, the control indicators for Yujiang District and Guixi City each increased by 500 000 m
3, while the total control indicator for Yingtan City remained unchanged, yielding an annual transfer revenue of RMB 100 000.This water rights transaction has effectively optimized the allocation of water resources, improved the utilization efficiency of control indicators, and provided a reliable water resources foundation for regional economic and social development.To ensure the smooth implementation of such transactions, it is recommended to strengthen water conservation, management, and protection efforts, improve the water resources utilization system, and enhance the capacity for regional sustainable development.
