      江西省小水电站生态流量监管体系建设及应用

      Construction and application of ecological flow supervision system for small hydropower stations in Jiangxi Province

      • 摘要: 为强化小水电站生态流量监管,保障生态流量达标泄放,研发江西省小水电站生态流量在线监测系统,构建省、市、县、电站业主“四级”共建共享共管平台。建立了多维度监测形式,实现动态视频与静态图片、定量监测与定性分析、实时监测与随机抽检相结合。构建了生态流量监测指标体系,创建了分层级、实时动态生态流量监管评估方法,对生态流量进行动态评估。建立了生态流量预警监管制度,对生态流量不达标的电站,采取“四级”预警制度。该监管体系在江西省的应用实践结果表明:其有效突破了小水电站生态流量泄放监管瓶颈,推动生态流量监管从“有没有放”的粗放模式,转变为“放多少量”的精准模式,取得了良好的效果。研究成果可为小水电站生态流量监管提供参考。

         

        Abstract: In order to strengthen the ecological flow supervision of small hydropower stations and ensure that the ecological flow meets the discharge standards, Jiangxi has developed a provincial-level ecological flow online monitoring system for small hydropower stations, which has achieved a "Four Level" joint construction, sharing and management platform for the province, city, county, and power station owners.We have established a multi-dimensional monitoring format that combines dynamic videos with static images, quantitative monitoring with qualitative analysis, and real-time monitoring with random sampling.We have established an ecological flow monitoring index system and created a hierarchical, real-time dynamic ecological flow supervision and evaluation method to dynamically evaluate ecological flow.Establish an ecological flow warning and supervision system, and adopt a "Four Level" warning system for power stations that do not meet ecological flow standards.By constructing an ecological flow supervision system for small hydropower stations, the bottleneck of difficult supervision of ecological flow discharge in small hydropower stations has been effectively overcome, promoting the transformation of ecological flow supervision from the extensive mode of "whether or not to discharge" to the precise mode of "how much to discharge", and achieving good results, providing a reference for ecological flow supervision of small hydropower stations in other provinces and regions.
