无为大堤防汛实践及预案优化研究

摘要: 为提升堤防工程防汛预案的规范性、实效性和可操作性, 通过系统剖析近年来无为大堤防大汛预案执行中暴露出的关键问题和短板弱项, 总结经验教训, 提出预案优化修编的优化对策。结果表明:预案修编中应坚持问题导向, 统筹处理好流域防洪与区域排涝的关系, 强化涉堤跨汛期在建工程安全度汛工作的监管, 建立大型穿堤建筑物防汛协同的机制, 优化多年不挡水堤段防守力量的预置, 确保防汛工作满足新形势下“以防为主、抢早抢小”的要求。研究成果对跨行政区域重要堤防工程的防汛预案优化具有参考价值, 有助于提升堤防工程防洪应急管理水平。Abstract: In order to enhance the standardization, effectiveness and operability of flood control contingency plans for levee engineering. Through a systematic analysis of the key issues and shortcomings exposed in the implementation of Wuwei major embankment and major flood control plan in recent years. We summarized lessons learned and proposed optimization countermeasures for revising and optimizing the contingency plan. The study identified a problem-oriented approach in contingency plan revision, calling for a coordinated balance between basin-scale flood control and local drainage needs. It recommended strengthening oversight of construction projects adjacent to levees that span flood seasons, establishing collaborative flood control mechanisms for major levee-crossing structures, and pre-positioning flood protection resources for levee segments that had not faced water pressure for years. These measures aimed to ensure that flood control measures can meet requirements for "prevention-first principle with early and swift mitigation" under changing conditions. The research findings can offer a reference for optimizing flood control contingency plans for major levee projects across administrative regions and contribute to enhancing overall flood emergency management capabilities.
