      再生水水价定价数学模型构建及应用

      • 摘要: 再生水利用是实现水资源可持续管理的关键途径之一,对缓解水资源短缺、减少环境污染、推动绿色低碳发展具有不可替代的作用。目前再生水定价困难,存在成本倒挂,政府兜底现象,再生水尚未形成良性的市场运行机制,导致再生水利用配置总量偏低,再生水利用设施建设缓慢,市场化程度低等。本研究从再生水定价影响因素出发,基于综合模糊数学和层次分析法,构建了资源水价、工程水价和环境水价模型,并以重庆某污水处理厂为例对模型进行了应用,为城市再生水价格的制定和实施提供借鉴。

         

        Abstract: Recycled water utilization is one of the key ways to achieve sustainable management of water resources, and it plays an irreplaceable role in alleviating water shortages, reducing environmental pollution, and promoting green and low-carbon development. At present, the pricing of recycled water is difficult, there is a cost inversion, and the government guarantees the situation. Recycled water has not yet formed a benign market operation mechanism, resulting in a low total amount of recycled water utilization, slow construction of recycled water utilization facilities, and low marketization. Based on the influencing factors of recycled water pricing, this study constructed a model of resource , engineering and environmental water prices based on comprehensive fuzzy mathematics and hierarchical analysis. It also applied the model with a sewage treatment plant in Chongqing as an example, providing reference for the formulation and implementation of urban recycled water prices.
